Homeowner & Rental Rehab

Housing Rehabilitation exists to provide private homeowners and landlords the resources to make improvements to their homes through a variety of community-based programs. Our goal is to help homeowners who meet income limits, and landlords renting to low-income tenants keep their properties safe, secure and well-maintained. Because we know that good homes make for better neighborhoods.

HRA Rehab Programs:

Beginning July 1, 2020 the City in partnership with the Housing and Redevelopment Authority of Duluth (HRA) and U.S. Department of Housing and Urban Development (HUD), will launch two modified housing rehab loan programs.  They are the Healthy Homes Homeowner Rehab Program and the Rental Rehab Program.

Single Family Rehab Program

The Single Family Rehab Program will provide zero interest, 15 year deferred loans up to $30,000 to qualified homeowners for single-family home repair projects.  Eligible projects include health safety items, roof repair/replacement, window replacement, siding/envelope improvement and energy efficiency upgrades.  To be eligible, an applicant’s income must not exceed 80% of the area median income. Rental Rehabilitation Program

The Rental Rehab Program will provide zero interest loans of up to $15,000 per rental unit ($10,000 per studio unit), and up to $30,000 for a single family rental home for qualifying properties.  To be eligible, units receiving program funds must be available at rents that are affordable to tenants earning 80% of the area median income or less.  For more information: Click here

Healthy Homes Pilot Program

The Healthy Homes Pilot Program will provide a thirty year deferred loan up to $25,000 to qualified homeowners for single family home repair projects and owner occupied small multi-family homes of two to four units whose rents are affordable to low and moderate income households.

Fuel Oil Furnace Conversion Program

The HRA’s Fuel-Oil Furnace Conversion program offers up to $20,000 in deferred loan funding to convert single-family homes from fuel oil heat to high-efficiency natural gas furnace. The loans are 0% interest and payments are deferred for 30 years, or until the homeowner sells the home, whichever comes first. To be eligible, the applicant’s household income must not exceed 80% of the area median income.
